Govt to start inter-dist teachers’ transfer drive from August 13

The process for the teachers’ transfer drive has begun, according to officials from the education department. The drive itself is scheduled to start from August 13.

During the first phase, Junior Basic Training (JBT) teachers will be relocated to new postings. Currently, there are approximately 32,000 JBT teachers in the state.

Following the JBT teachers, the department plans to begin the process for Trained Graduate Teachers (TGTs). The transfer of Post Graduate Teachers (PGTs) is also scheduled to start soon, but it may be delayed due to an ongoing clerks’ strike.

The upcoming transfer drive aims to move PGT, TGT, C&V (classical and vernacular), JBT, and other teachers.

The teachers’ transfer has been pending in the state for a significant amount of time. As a result, there have been delays in hiring for approximately 20,000 vacant posts in the education department, both through regular exams and Haryana Kaushal Rozgar Nigam.

In September of last year, 36,000 teachers were transferred through an online drive, resulting in a chaotic situation as many schools were left without sufficient teaching staff.

The department faced legal action, and in January, the Punjab and Haryana High Court recognized the anomalies created by the previous transfer drive. The court ordered the state to develop a new transfer policy and rationalize the number of teachers within four months, which was done in May.

The current rule suggests that a teacher working in the same place for five years is eligible for transfer. However, recent amendments allow teachers to participate in the annual transfer drive. Teachers now have the option to choose not only their district but also the block where they would like to be transferred.

The transfer policy is designed for teachers who were hired in at least four batches before 2017, and the drive is open for one week every year.

“Rationalization, a list of vacant posts, and a list of qualified teachers are being prepared. Transfer orders will be issued once the teachers have made their choices. The process has begun,” said a senior official.
